The current draft amendment to the Fee Structure for Architects and Engineers (HOAI 2025) systematically addresses BIM services for the first time. However, key questions remain unanswered: Responsibilities are neither clearly regulated nor are there binding specifications for the remuneration of additional services.

In a specialist article for immobilienmanager magazine, Dr. Thomas Bahnert, Head of the Center of Competence Contract Management at THOST Projektmanagement,analyzes the structural weaknesses of the HOAI draft – including the lack of integration of important specialist disciplines such as surveying or building physics as well as the unclear definition of BIM-specific control tasks.

His conclusion: As long as the HOAI does not provide clear regulations, planners and clients are required to ensure legal certainty through clear contractual agreements and transparent remuneration models.
