Funding: A key to an energy-efficient municipality

Home 5 News 5 Funding: A key to an energy-efficient municipality

Rising energy costs, ambitious climate targets and a growing investment backlog pose major challenges for many local authorities. At the same time, subsidies offer a key opportunity to implement projects in the areas of energy efficiency and climate protection – but the necessary know-how to use them in a targeted and strategic manner is often lacking.

A significant proportion of energy losses occur in existing buildings, especially those built before the first Energy Saving Ordinance in 1977. These buildings consume up to five times more Energy than modern buildings. Local authorities that invest in renovating these buildings or modernizing the infrastructure can not only reduce their energy costs in the long term, but also make their contribution to environmental protection. Subsidies play a central role here: they can help to overcome the financial hurdles and implement such projects. However, it is not always easy to apply for these funds.

Challenges when applying for funding

The investment backlog in local authorities is estimated at 186 billion euros for 2024 (KfW Kommunalpanel). There are many reasons for this: high costs, scarce human resources and the increasing complexity of funding programs. A large proportion of the funding often remains unused because municipalities do not have the necessary expertise or time to navigate the programs and successfully submit applications.

Solution approach: A funding strategy in three steps

With a structured approach, local authorities can use the available funds effectively. Professional Funding Management includes the following steps

  1. Research and review
The first step is to identify suitable funding programs. It is important to check whether the project is eligible for funding and whether the effort involved in submitting an application is in proportion to the benefits.
  2. Quality of the application documents
Complete, timely and high-quality documents are required. A precise description of the project and a clear presentation of the benefits can make the difference in obtaining approval.
  3. Project management in line with guidelines
Once approval has been granted, the real work begins: fund drawdowns, reporting and complete documentation are crucial in order to use the funding correctly. Only proper processing can ensure that there is no threat of clawbacks.

This structured approach enables municipalities to use subsidies efficiently and pursue their environmental protection goals in the long term.

Funding as an opportunity for sustainable development

Subsidies are more than just a short-term cash injection: they offer local authorities the opportunity to overcome the investment backlog and implement sustainable projects. This includes, for example, the renovation of the building envelope, the modernization of plant technology or the optimization of building networks. Applications for funding in these areas are particularly popular. This shows that local authorities can not only achieve savings with the targeted use of subsidies, but can also actively contribute to environmental protection. With the help of a clear funding strategy, they not only live up to their responsibility, but can also be pioneers of a sustainable future.
